| 2:00 pm | Spectrum Regulation and Cognitive Radios SCOTT ENGINEERING CENTER LINKAs we move towards an internet centric world, the demands on the limited spectrum for broadband communications are driving the communications world into new solutions for spectrum access, and forcing spectrum regulators to rethink how the develop requirements for spectrum access. The discussion will give an overview of the US regulatory area, a bit of history, the current state of play and provide some insight to new opportunities. Presenter: Dr. Robert Kubik is a Director of Telecom Relations Global in the Motorola's Global Government Affairs office based in Washington DC. He is also Vice-Chairman of the Regulatory Group in WiMAX Forum. Dr. Kubik joined Motorola in 1994 to develop domestic and international regulations related to the Iridium satellite system. Since that time he has worked on regulatory aspects for the Satellite and Cellular infrastructure industries of Motorola. In 2001 he joined the Washington Government Relations office and is responsible for the development of regulatory policy in spectrum management areas including WiMAX, advanced wireless services and the use of cognitive radio to access unused spectrum. Polices are developed in conjunction with the FCC and other US domestic regulators in spectrum policy. He has also been active in the development of several ITU radio recommendations and world radio conferences. Kubik has also played key roles in Motorola's efforts in defining regulatory policies regarding cellular, fixed / mobile broadband, mobile satellite and the use of licence-exempt spectrum. Dr. Kubik received his BSEE degree in 1987, the MSEE degree in 1989 and his Ph.D in 1993, from the University of Nebraska. |
