An EPA final rule that clarified that Large CAFOs are not exempt from the requirement to report air emissions under the Emergency Response and Community Right-to-Know Act (EPCRA) which went into effect on January 20, 2009. Smaller animal feeding operations and pasture- or range-based operations were exempted from this requirement in the ruling.
