Before returning to his home state of Iowa, Joe worked at HIPS, a sex worker and injection drug user health program in Washington, D.C. supporting outreach and participant care services. Later, Joe worked at the National Alliance of State & Territorial AIDS Directors (NASTAD) providing technical and capacity building assistance to state health departments addressing the HIV and hepatitis C epidemics’ impact. In Iowa, Joe began working at the Iowa Department of Public Health as the HIV & Substance Use Coordinator and recently as the state’s first Harm Reduction Services Coordinator.
