IBC ADOPTION ORDINANCE FOR CONSTRUCTION PERMIT ISSUANCE: A proposal for the Ministry of Land Management, Urban Planning and Construction in Cambodia
Despite having a fast development, Cambodia is having a little sign of improvement in building code and regulation over construction industry which cause concerns about the quality and safety of the citizens’ life now and in the future. This matter can be guaranteed by having a proper building code enforcement, especially an efficient construction permit issuance procedure including proper construction documents and drawings review before issuing the permit.
It is essential to study the current practice and procedure in the country; find the inefficiency, and the negligence or mismanagement. At the same time, it is beneficial by looking at the International Building Code. The city of Lincoln and the city of Omaha in Nebraska were selected for the project over their management, reviewing procedure, and IBC ordinance for a comparison.
This master’s project report is a proposal for the Ministry of Land Management, Urban Planning and Construction in Cambodia. Efficient practices and procedures have been highlighted; construction documents and drawings review before issuing the construction permit has been summarized step by step to ensure safe and sustainable development including economic, environmental, and ethical aspects of the construction sector in the country rightfully.
